Qwen Code makes todo_write opt-in and adds a workspace-scoped Skills runtime

In v0.23.1-preview.0, todo_write becomes opt-in (PR #10645) rather than always-on, and a workspace-scoped Skills runtime lands in serve (PR #10697). The release also loads custom output styles from ~/.qwen/output-styles and .qwen/output-styles (PR #10761) and adds a built-in zvec-grep installer as a skill (PR #10723). Turning todo bookkeeping off by default is a direct token cut for anyone whose agent was narrating a checklist it never read back.
