SB 1119 takes effect in July 2027. It requires chatbot operators to verify users' ages regularly, show crisis resources to minors who express self-harm, notify linked parents, run risk assessments on new chatbot designs, and submit independent safety audits to the attorney general. The law is named for Adam Raine, whose family is suing OpenAI. It was signed September 10 in a package that also bans addictive social feeds for users under 16. These are separate from the SB 813 and AB 1405 auditor laws signed a day earlier.
