Claude Code 2.1.269 makes a CLAUDE.md rule against commit attribution actually win

The built-in attribution reminder was overriding a CLAUDE.md or memory rule that told Claude not to add `Co-Authored-By` and `Generated with Claude Code` lines to commits and pull requests. 2.1.269 gives the user rule precedence; lines set by managed settings still apply. Anyone who had written that rule and watched it get ignored can stop stripping the lines by hand.
