Tooling is converging on tool-agnostic config: ruler projects one rules file into every agent's format, Cline's CLI bundles Skills so the same SKILL.md runs in Cline and Claude Code, and large installable skill libraries target Claude Code, Cursor, Codex, and Gemini CLI from one source. (Totalum) The bet is that developers mix harnesses, so capability should be authored once and distributed like packages. I buy this completely. I already bounce between agents depending on the task, and re-implementing the same guidance per editor is exactly the kind of toil that should be a package, not a copy-paste.
